Julien Willard, M.D. M.P.H.

Managing Director, Business Intelligence

Julien leads complex investigative, intelligence, and strategic advisory projects for corporate, government, and private clients. His work spans internal investigations, organizational behavioral assessments and profiling, competitive intelligence, and M&A-related due diligence for high-stakes transactions. Over his career, Julien has conducted both remote and on-the-ground investigations across Europe, the Middle East, Africa, Asia, and Latin America. Before entering the private sector, Julien served for over 15 years in foreign intelligence as a health economist, specializing in collection, analysis, and international negotiations. He holds advanced degrees in health economics and medicine, and draws on his deep expertise in global markets, organizational behavior, and risk analysis. His regional expertise includes Russia, the broader post-Soviet space, and emerging markets. Julien is fluent in Russian.

Edward Kingsley, J.D.

Managing Director, Investigations

As a senior advisor, Edward provides strategic oversight, technical expertise, and project leadership across client engagements. He retired from MI6 following a distinguished career in the British intelligence community, where he held senior leadership roles managing sensitive global operations. For over a decade, Edward played a key role in fostering interagency cooperation, building trusted networks that span government, corporate, and diplomatic sectors worldwide. His extensive liaison work with agencies such as the Metropolitan Police, UK Ministry of Defence, Interpol, and allied intelligence services has strengthened international collaboration on national security and crisis preparedness. He is fluent in Mandarin and works with clients with ties in China.

Brandon Whitaker

Managing Director, Fraud Investigations and Research

For more than a decade, Brandon has led and supported a wide range of complex due diligence, risk evaluation, and investigative assignments. A former CIA operative, he served across Latin America, Europe, Africa, and Asia, advising clients on navigating challenging regulatory and business environments. Brandon has deep experience conducting Foreign Corrupt Practices Act (FCPA) reviews for corporations operating in international markets. He is fluent in Spanish and French, which allows him to manage cross-border engagements with cultural and linguistic fluency.
